Florida’s Strategic Highway Safety Plan (SHSP) identifies Impaired Driving (alcohol and/or drug impaired) as one of Florida’s Safety Emphasis Areas. The Impaired Driving Strategic Plan was created and updated annually by the FIDC and supports the SHSP.
The Plan includes strategies that focus resources and investments on reducing fatalities and serious injuries related to impaired driving, including:
The FDOT State Safety Office manages federally funded highway safety projects for Florida. The Traffic Safety Program Manager, responsible for the Office’s Impaired Driving Program, actively participates in the FIDC.
Encompasses enforcement, prosecution, the courts, and administrative sanctions. Impaired driving training is provided to fulfill the needs of law enforcement agencies, prosecutors, judges, and other traffic safety professionals.
Impaired driving frequently is a symptom of a larger problem of alcohol or other drug misuse. Screening, assessment, treatment, and rehabilitation efforts aim to address abuse or dependency problems that make offenders more likely to repeat their crime.
Florida supports the prevention of alcohol and drug abuse that many times leads to a person driving impaired. The FIDC works to increase awareness of the dangers and consequences of impaired driving.
An annual evaluation of impaired driving efforts is conducted. The reported progress of funded efforts, along with the outcome of crash data trends, are used to assess gaps, identify successes, and plan new program strategies.

The National Highway Traffic Safety Administration (NHTSA) completed a Highway Safety Program Assessment for impaired driving in 2015. The FIDC used the information provided in this assessment to help guide the development of the Goals, Objectives, Strategies, and Actions in the Impaired Driving Strategic Plan. The assessment identifies the strengths and accomplishments of the FIDC and provides recommendations for improvements to the Strategic Plan.
